WMCT Clinical & Operational Governance Group
The Clinical & Operational Governance Group (COGG) is responsible for the clinical and operational governance within the West Midlands CARE Team. The group functions to bring together the full range of governance activities under a managed and coordinated framework that ensures the Teams' services are provided, organised and managed in a manner which supports the delivery of high quality care.
Clinical Director - Dr Matt Boylan
Matt is a Consultant in Emergency Medicine and Pre-Hospital Care based at the Queen Elizabeth Hospital in Birmingham and has been the Clinical Director for the West Midlands CARE Team since 2014. He is responsible for providing clinical leadership, maintaining effective clinical and operational governance and supervising level 7/8 PHEM training within the team.
Matt works as a Tactical Medical Advisor and MERIT Consultant for the West Midlands Ambulance Service and has been a HEMS doctor with Midlands Air Ambulance since 2008.
He is an examiner for the Faculty of Prehospital Care, an Educational Supervisor for PHEM trainees in the West Midlands and co-edited the popular 'ABC of Prehospital Emergency Medicine'.
Deputy Clinical Director - Andy Thurgood
Andy is a Consultant Nurse in Pre-Hospital Emergency Medicine and is the Medical Director for the West Midlands Fire Service. In his role as the Deputy Clinical Director for the West Midlands CARE Team he shares the responsibility for clinical and operational governance within the CARE Team.
Andy is one of a small handful of non-doctor immediate care practitioners in the UK to hold the Fellowship in Immediate Medical Care (FIMC) and work autonomously in areas normally associated with level 7/8 doctors in pre-hospital care.
He is an examiner for the Faculty of Prehospital Care, the Chairman of the Faculty of Pre-Hospital Care Clinical Standards Committee and a co-founder of CitizenAID.
Core Training Lead - Rich Howarth
Richard is a registered nurse specialising in Emergency Medicine and Pre Hospital Emergency Medicine and has been a member of the CARE Team since 2014.
In his role as Core Training Lead he is responsible for the recruitment, training and retention of CARE Team Trainees. He coordinates both our selection and induction days and oversees our trainee mentorship program.
He is a Lecturer in Paramedic Science at the University of Wolverhampton and has worked in event medicine for over 10 years across the voluntary and private sector at motorsport, club night, martial arts and festival events.
Development Training & Electives Lead
- Dr Steph Cowan
Steph is a Specialty Registrar in Emergency Medicine in the West Midlands aiming to sub-specialising in Pre-Hospital Emergency Medicine. She holds the Diploma in Immediate Medical Care (DipIMC) and has been a CARE Team Member since 2018.
In her role as Development Training Lead she is responsible for the ongoing training and retention of our CARE Team members and the coordination of our monthly Training, Education and Governance (TEG) meetings and clinical training days.
Steph is also the lead for our new WMCT Elective Program
Research Lead - Mr Emir Battaloglu
Emir is a Specialty Registrar in Trauma & Orthopaedic Surgery in the West Midlands with a specialist interest in Major Trauma and Pre-Hospital Emergency Medicine (PHEM). Emir holds the Diploma in Immediate Medical Care (DipIMC) and has been a CARE Team member since 2017.
In his role as Research Lead, Emir is responsible for coordinating the academic and research activity within the CARE Team.
Emir has co-authored a number of Faculty of Pre-Hospital Care Consensus Statements and is currently working on a range of academic projects with our team members and undergraduates.
IT & Communications Lead - Dr Rinesh Parmar
Rinesh is an Anaesthetic Registrar in the West Midlands with a specialist interest in Pre-Hospital Emergency Medicine (PHEM). He holds the Diploma in Immediate Medical Care (DipIMC) and joined the CARE team in 2015.
In his role as IT & Communications Lead, Rinesh has both designed and now coordinates our public-facing and internal team websites.
As a Central District Medical Officer with St John Ambulance Rinesh has gained extensive experience in event & mass gathering medicine. He is also the Vice Chair and Treasurer for the Doctors Association UK and the Co-chair for the BMA West Midlands Regional Junior Doctors Committee.
Equipment Lead - Drew Boazman
Drew is a Critical Care Outreach Nurse and Site Practitioner at the Queen Elizabeth Hospital in Birmingham. He has been a pre-hospital nurse with the CARE Team since 2012.
In his role as Equipment Lead, Drew is responsible for managing the operational team equipment, drugs and personal protective equipment. He also maintains the training equipment held by the team.
Drew has extensive experience in retrieval nursing through his work as a critical care flight nurse with an UK based aeromedical retrieval service.
